This definitely appears to be a scam. I wouldn't trust ATMs in Panama again. Best to withdraw funds the old fashioned way. I also agree with Fred, the above commentator, that this does not happen in any other country in the world. It was a good idea to call up the National Police. ATMs are not a "new technology". Also, your banking receipt should show that "no funds were dispensed" or something like that. What a frightening event to happen. This definitely appears to be a scam.
